Le droit au compte bancaire a été ouvert aux plus démunis par la loi de lutte contre les exclusions du 29 juillet 1998. En principe, les étrangers en situation précaire, et notamment les sans-papiers, peuvent en bénéficier. En pratique, ils en sont souvent exclus.
