In the context of Europe's declining and ageing population, it makes the case for considering immigration as an option in the policy debates on strategic economic and social goals. The paper looks at demographic trends in Europe and spells out their implications for labour markets, pension and health care systems. This is followed by an overview over policies to address emerging challenges and by an examination of immigration as part of these policy responses.
